Centre for Ageing Studies UI in cooporation with Toyota Foundation and AABC Japan was held round table discussions and lesson learned between Indonesia and Japan, conducted in Jakarta, February 18, 2014  and Field Visit to Patuk, Gunung Kidul, Yogyakarta, February 20, 2014.

These activities were held to increase understanding of both countries in connection with population ageing, it is not progressing yet to share the knowledge and skills of long-term care for the elderly. In spite of accepting Indonesian care worker candidates based the bilateral economic partnership agreement; Japanese policy shows its deadlock now because of its insufficient preparation. Then, we will propose a plan, which is focus on the difference in each social background, and which aims to understand the long-term care for the elderly with each other and which is enabling for care workers to migrate internationally.

It proposes to the every sector concerned about the framework of the Asia-Pacific long-term care certificate for securing the quality of care-giving work. We will propose the framework which attains illustration of a new classified education and training program and the common program which especially raises knowledge and skills for such beginners as family caregivers, neighbor caregivers, and volunteer caregivers. Moreover, we will propose the mutual exchange of talented persons who train the trainer of long-term care for the elderly.

In round table discussion with Indonesia’s policy makers, researcher and other stake holder, in February 18, 2014 in Jakarta, we discussed regarding:

  1. Standard of Long-term Care Certificate in Japan and Asia Pacific Countries
  2. Explore policy and programs of Long Term care in relation to Health, Social and Family support system in the Community
  3. Discuss about trainings that have been conducted by NGOs
  4. Observe community care providing by Primary Health Centres, Posyandu, and home care in Yogyakarta, and
  5. Discuss about the harmonization of the Standard of Long-term Care Training

While in February 20, 2014 we have had field visit to Patuk Village in Gunung Kidul, Yogyakarta, as follows:

  1. Primary Health Center (PHC) of Beji Village, to discuss with the Head and Staff, and direct observation to the services at PHC.
  2. Discussion with Faculty of Health Sciences, University of Respati Yogyakarta, who coordinated and supervising their nursing program in Patuk Village.
  3. Visit to Posbindu Lansia (Integrated Community Post for Older Persons) at Dusun Jelok, Beji, Patuk, Gunung Kidul District and have discussion with: Head Dusun Jelok, Village Beji Patuk and staff, health providers, social workers, and care givers/caders at meeting point

The conclusion of this meeting and filed visit were a Recommendation on Development of National Training Program for Elderly Care including Long Term Care and Follow up of Harmonization of the Standard of Long-term Care Certificate between Japan and Indonesia to implement education, training and research in Indonesia that should be  conducted systematically with consideration on multi-sector approach and the criteria  of educators and trainers,  standard of curriculum with Japan and other international standard, commitment of stake holders, network for sustainability,  the role of academic institution and civil society and the contribution of private sectors.

In Indonesia, care of the older persons is not the sole responsibility of the Ministry of Health. Faith-based organizations also have an important role to play in building a society for caring older persons National Commission for Older Persons (NCOP) coordinate all related ministries such as Law, Transport, Communication, Labor, Social Welfare, Education, Man Power, Population & Family Planning, Universities, as well as Civil Society/nongovernmental organizations, in monitoring, evaluation, advocacy and developing policy recommendations. The coordination of program implementation coordinated by Ministry of Coordinator for Social Welfare at local level it can be coordinated by Local Commission for Older Persons (LCOP).

The next step of activities will be:

  1. meeting in Fukuoka about the curriculum and site visits regarding integrated community care (July 2014)
  2. Autumn  2014:Develop a follow up proposal  about the implementation of joint program training Japan – Indonesia, with other countries and
  3. 2015 Support a Dialog between Japan and Indonesia Government
